Materials Policy

The Lincoln County Library System serves a number of communities with many groups of varying economic, social and political backgrounds. The System must provide these groups materials for education, information, research and recreation. The primary resources that the libraries provide are the collection, electronic information and Interlibrary Loan. Information on all points of view in all fields should be readily available so that individuals may decide which ideas are meaningful to them. The System, consequently, has the responsibility for the selection of materials and maintenance of the collection that reflect not only traditional but also divergent and unusual points of view. All such materials are provided on a free and equal basis to all residents of Lincoln County. These materials are housed and organized so as to make them easily accessible to all members of the community and to carry out the following objectives:

  • to provide materials for people of all ages;
  • to make available materials meeting educational, cultural, informational, and recreational needs and interests;
  • to maintain a balanced collection that has materials with permanent value and also materials of current interest; and
  • to formulate and enforce a suitable selection policy that emphasizes these objectives

Responsibility for Selection
Final responsibility for materials selection rests with the Library Director who operates within the framework of policies determined by the Board of Trustees. The Library Director may delegate to Branch Librarians and other staff the authority to select materials for various sections and collections.


The Head of Technical Services is responsible for the acquisition, cataloging and processing of materials and promotes consistency in the maintenance of the materials collection. Staff other than the Head of Technical Services may not directly place orders or sign any contract obligating the library to future delivery without prior approval from the Branch Librarian or Director.

Shared resources among the WYLD consortium are selected by the WYLD Resource Sharing Committee.

Selection Guidelines
Selection is a discerning and interpretive process, involving a general knowledge of the subject and its important literature, a familiarity with the materials collection, an awareness of the bibliographies of the subject, and a recognition of the needs of the community.

Materials are chosen in accordance with one or more of the following criteria:

  • Literary merit
  • Enduring value
  • Accuracy
  • Authoritativeness
  • Social significance
  • Importance of subject matter to the collection
  • Timeliness
  • Popular demand
  • Cost
  • Scarcity of material on the subject and availability elsewhere
  • Quality and suitability of the format.

Materials selection is made with the assistance of the following tools:

  • Reviews and lists from professional and popular print and electronic resources;
  • Purchase suggestions from patrons; and
  • Statistical reports that reflect usage.

Materials for the Library collection are intended to meet the cultural, informational, educational, and recreational needs of the residents of Lincoln County. The scope of the collection is intended to offer a choice of format, treatment, and level of difficulty so that most individual library needs can be met and service given to individuals of all ages, within current budget parameters and constraints. The Library System encourages the use of interlibrary cooperation to better serve the needs of its clientele by expanding available resources. The collection is not archival, and is reviewed and revised on an on-going basis to meet contemporary needs.

Materials are purchased in the most appropriate format for library use. Books are generally purchased in hardcover editions because of their durability; however, paperbacks are preferred in cases when the hardcover is extremely expensive, and the title would be used infrequently or is of an ephemeral nature. Library editions are purchased for heavily used titles in the Children’s departments.

Formats include, print, audiovisual and digital materials. The library recognizes that audiovisual materials are the best choice for certain subject areas and for a segment of the patron population. Selection of materials in all formats should be considered in light of the entire collection.


Archiving refers to the holding policies for part or all of the collection. Current usefulness is the determining factor in how long material is kept. Old editions are withdrawn when new ones are received or when the contents are incorrect or out of date. The amount of use that an item receives in the present outweighs the possibility that someone might use it someday. The CREW (Continuous Review, Evaluation and Weeding) Manual serves as the primary guide for determining whether items are held or weeded.

Gift Books

Gifts to the collection can be in the form of money or actual materials. Gift plates and letters of acknowledgement are appropriate stipulations by a donor, but other requirements should be evaluated carefully before the gift is accepted. All gifts become part of the general collection and should not require special circulation procedures. Gifts of books and other library materials are gratefully accepted by the Library with the understanding that they will be considered for addition to the collection in accordance with the Collection Development Policy. The Library reserves the right to sell or otherwise dispose of gift materials not added to the collection.

Many donations consist of boxes or bags or materials which are accepted for the sake of public relations. These gifts are inspected by staff for odor, water damage, wear and age. Appropriate materials may be added to the collection or put in the book sale, or if not in acceptable condition, discarded.

If the materials are added to the collection, a written acknowledgement of the gift may be written. If a patron desires a record of his/her donation for tax purposes, staff with provide them with a Donation of Materials form. Library staff will not appraise the materials or indicate a value in either acknowledgement letter or on the form.

Interlibrary Loan

Interlibrary loan is not a substitute for collection development, but is meant to expand the range of materials available to library users without needlessly duplicating the resources of other libraries. The ILL process interacts with collection development in two ways:

  • Titles not owned by the Library that a user wants to obtain through ILL are referred to the Director/Branch Librarian and are considered for purchase if they meet either of the following criteria:
    • The ILL request is for recent material. Consideration is given to titles published within the last six months because it is unlikely that they will be available from other libraries.
    • The ILL request is for a title that has been requested previously. All titles that have been requested through ILL at least three times in a year are given high selection priority.
    • Titles that have been requested by patrons and considered for purchase, but which do not fit the scope of the collection, are too old, out-of-date, or out-of-print, are sent back to the patron with a recommendation to try ILL.

ILL should not be used for any title that is on order or owned by the Library unless the copy of checked out or determined to be missing.

Multiple Copies

The Library System does not have sufficient budgetary resources to purchase multiple copies of most titles. If patron demand is such that a reserve list for a fiction title reaches 5 names of more, a duplicate title may be ordered.


Consideration should be given to ordering duplicate titles in different formats, i.e., eBooks, large print, or audio. For nonfiction where patron demand is extremely high, the Libraries will buy one copy of several different titles instead of buying numerous copies of one title. More variety and depth in the collection can be achieved through this approach.

Standing Orders

Titles on standing orders must have two characteristics in common: they are seldom reviewed in the professional reviewing journals, and they are important enough to the collection that receiving them automatically without evaluating individual titles is better than missing them. The majority of these are titles in a series. 

Standing orders should be evaluated annually (July) by the Director/Librarians. Titles may be cancelled, or new titles added to accommodate patron interest and demand.


"As good library managers, we have a responsibility to maintain a collection that is free from outdated, obsolete, shabby or no longer useful items." (CREW Manual) Weeding is an integral part of the Collection Development process. In the LCLS, the CREW (Continuous Review and Evaluation) Manual serves as the guiding document for weeding decisions.

Benefits of Weeding:

  • Save time and space
  • Enhance the library’s reputation
  • Keep up with collection needs
  • Have constant feedback

Criteria for Weeding:

  • Needs and demands of library users
  • Availability of more suitable material
  • Ability to purchase more satisfactory items
  • Relationship of an item to others on the subject
  • The degree to which the library is archival
  • Possible future usefulness of an item
  • Availability of more current information on the Internet
  • Availability through Interlibrary Loan

What to Weed:

  • Poor content
  • Poor appearance
  • Unused materials

Items removed from the collection will be marked as "discard". Severely damaged materials will be recycled, all other materials will be placed in library book sales.

When considering if damaged or lost books will be replaced, libraries will follow the Selection Policy as well as consider the following questions:

  • Are newer materials on the subject available?
  • Does the remaining collection contain titles that adequately cover the subject?
  • Is the title no longer relevant to the community?
  • Is the title available in other libraries?
  • Would a different format be more suitable as a replacement?

Librarians will always consider replacement of the subject, not the title.

Library Bill of Rights

The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should guide their services.

1. Books and other library resources should be provided for the interest, information, and enlightenment of all people in the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation.

2. Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval.

3. Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment.

4. Libraries should cooperate with all persons and groups concerned with resisting abridgement of free expression and free access to ideas.

5. A person’s right to use a library should not be denied or abridged because of origin, age, background or views.

6. Libraries which make exhibit and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.

The Freedom to Read

1. It is in the public interest for publishers and librarians to make available the widest diversity of views and expressions, including those that are unorthodox or unpopular with the majority.

2. Publishers, librarians and booksellers do not need to endorse every idea or presentation they make available. It would conflict with public interest for them to establish their own political, moral or aesthetic views as a standard for determining what should be published or circulated.

3. It is contrary to the public interest for publishers or librarians to bar access to writing on the basis of the personal history or political affiliations of the author.

4. There is no place in our society for efforts to coerce the taste of others, to confine adults to the reading matter deemed suitable for adolescents, or to inhibit the efforts of writers to achieve artistic expression.

5. It is not in the public interest to force a reader to accept with any expression the prejudgment of a label characterizing it or its author as subversive or dangerous.

6. It is the responsibility of publishers and librarians, as guardians of the people’s freedom to read, to contest encroachments upon that freedom by individuals or groups seeking to impose their own standards or tastes upon the community at large.


7. It is the responsibility of publishers and librarians to give full meaning to the freed to read by providing books that enrich the quality and diversity of thought and expression. By the exercise of this affirmative responsibility, they can demonstrate that the answer to a “bad” book is a good one, the answer to a “bad” idea is a good one.

In applying criteria for materials selection, the library cannot satisfy the needs and desires of one group at the expense of another. The System should not act as an agent for any issue but maintain its positon as a free channel of communication and uphold its right to select materials. The disapproval of one group should not be the means of denying that material to all groups, if by library selection criteria, it belongs in the collection.

When the library receives a complaint about any materials in its collection, the library shall follow the basic policies of the Library Bill of Rights and the American Library Association Freedom to Read Statement. The steps to take when any material is challenged are as follows:

  • Provide the person with Form VIIIA which must be completed by the patron.
  • Provide the patron with a copy of the library’s materials selection policies.
  • Send the completed form and the material in question to the Director of the libraries.
  • The Director will objectively review the material in question and prepare a written statement regarding his/her opinion.
  • The Board will review the Director’s statement and the material if they desire. The Board will then determine:
    • to remove the material from the collection;
    • to allow the material to remain in the collection on a restricted basis; or
    • to return the material to the open shelves.

  • The Library Director will send a copy of his/her statement to the librarian who initiated the challenge with a written statement concerning the Board’s decision.
  • The library who initiated the challenge is to notify the patron of the results.

The decision of the Board is final in cases where materials are challenged.

Special Materials


All libraries in the System are encouraged to maintain a collection of current periodicals to fill the needs of various age and interest levels. Periodicals are an important source of information which has not yet or may never appear in book form. A vast amount of information is made available through trade and professional journals in fields such as science, business and industry. Popular magazines for reading are also needed.

Librarians will regularly review magazines and take note of usage so that lists reflect the interests of all groups. Back issues are physically stored in accordance with available storage space and demand and stored in the database in accordance with WYLD guidelines which currently state that no more than 60 issues per periodical titles should be maintained in the database for each library.

Magazine indexes are available online, and may include full text options. The availability of magazines articles online may alter a library’s choice of magazines kept for reference purposes.


All libraries must maintain an atlas, unabridged dictionary, and an encyclopedia (online and/or print). All print reference materials must be so marked (RED over the catalog number) and maintained in a separate section of the library. Library staff may allow circulation of reference material at their discretion. Materials should be designated "Reference" only if they need to remain in the building.



Each library is expected to subscribe to the local newspapers, and to either a statewide newspaper or to the closest quality daily paper. These may be kept on file as needed, or allowed to circulate after new copies are received. Local papers will be stored on microfilm.

The Kemmerer library has an agreement with the Kemmerer Gazette for storeage of some original publications of the newspaper. Because of the fragile condition of much of the collection, staff will first direct patrons to digital or microfilmed formats with the archived copies being last choice.


Paperbacks may be used for the following reasons:

  • To supplement and meet the demand for the title in hardcover;
  • To acquire original works that appear only in paperback;
  • To supply a title that will be outdated quickly.

All mass market paperbacks are considered expendable and are not considered part of the permanent collection unless they meet the requirements instituted for purchase. Librarians are not required to have review sources for paperbacks.


Textbooks are purchased only when no other materials are available in a given field. In certain subject areas, textbooks often represent the best and only information. No attempt will be made to honor student demands for textbooks in specific subjects since these can be obtained through Interlibrary Loan.

Government Documents

Local government documents including School Board policies and city ordinances will be maintained and shelved in the Reference or Documents section of the libraries. State and Federal documents will be added to the permanent collection only if they have relevance to the local area. If government documents are available online, libraries are not required to keep print copies.


Adult and family audiobooks (CD and Playaway formats) will be purchased by a designated librarian for the entire system for inclusion in the sets that rotate semiannually among the six libraries. Selections will included unabridged fiction and nonfiction. Abridged versions are selected only in rare circumstances.

Juvenile audiobooks will be part of each library’s permanent collection. Selection criteria is similar to that used for the selection of books.

The circulation desk staff will check these materials before and after they are checked out to insure that no pieces are missing or damaged.

Videocassettes and DVDs

Videos and DVDs intended to meet the educational and recreational needs of adults will be purchased by a designated librarian for the entire system for inclusion in sets that rotate semiannually among the six branches. Emphasis is placed on educational and documentary DVDs on a variety of subjects. A branch library may establish and maintain an adult collection of nonrotating DVDs.


Juvenile videos and DVDs will be part of each library’s permanent collection. Selection criteria is similar to that used for selection of books.

All personnel will understand the copyright laws as they pertain to video materials and insure that patrons are advised of them by posting in a conspicuous place, the laws and consequences of violation. Only videos and DVDs covered under the annual licensing agreement purchased by the library may be shown to the public.


LCLS patrons have access to eBooks through 3M Cloud Library, Freading, and Virtual Library. 3M Clould Library and Freading titles are selected and purchased for statewide use by the Wyoming State Library staff.

The LCLS is part of a seven-member consortium of libraries that commits funds and purchase titles through Overdrive’s Virtual Library. Patrons have access to the titles purchased by each of the member libraries (with some exceptions). Member libraries are responsible for the expenditure of their funds committed to the Virtual Library collection and for selection of titles.

For the LCLS, one person is designated to select and purchase eBook titles through the Virtual Library. Title selection will be in accordance with the LCLS Collection Development policies. Every effort will be made to avoid duplication of 1) titles pending or ordered by another member library and 2) titles currently in the 3M Cloud Library and Freading. Adopted 10/16/2014.


Copyright Laws for Videocassettes and Videodiscs


"For Home Use Only" Means Just That!

By law, as well as by intent, the pre-recorded videocassettes and videodiscs available in stores throughout the United States are for home use only.

Sales of pre-recorded videocassettes and videodiscs do not confer any public performance rights upon the purchaser.

The U.S. Copyright Act grants the copyright owner the exclusive right, among others, "to perform the copyrighted work publicly." (United States Code, Title 17, Sections 101 and 106). Even the performances in "semipublic" places such as clubs and lodges, factories, summer camps, and schools are 'public performances' subject to copyright control." (Senate Report No. 94-473, page 60; House Report No. 94-1476, page 64.)

Accordingly, without a separate license from the copyright owner, it is a violation of Federal law to exhibit pre-recorded videocassettes and videodiscs beyond the scope of the family and its social acquaintances-regardless of whether or not admission is charged. Ownership of a pre-recorded videocassette or videodisc does not constitute ownership of a copyright. (United States Code, Title 17, Section 202).

Companies, organizations and individuals who wish to publicly exhibit copyrighted motion pictures and audiovisual works must secure licenses to do so. This requirement applies equally to profit-making organizations and nonprofit institutions such as hospitals, prisons and the like. Purchases of pre-recorded videocassettes and videodiscs do not change their legal obligations.

The copyright owner’s right to publically perform his work or to license others to do so, is exclusive.

Any willful infringement of this right “for purposes of commercial advantage or private financial gain” is a Federal crime. The first offense is punishable by up to one year in jail or a $25,000 fine, or both. In addition, even innocent in inadvertent infringers are subject to substantial civil penalties.

Interlibrary Loan Policy

An interlibrary loan system has been established with the Wyoming State Library and other libraries throughout the State. The system allows for some nationwide access. Lincoln County Libraries will follow the “Best Practices” established by the Resource Sharing Council. A designated staff person in each library will be primarily responsible for interlibrary loan activities.

Patrons may make interlibrary loan requests themselves through WYLDCAT or they may make requests through staff at the circulation desk.

All materials, except those acquired (six months and newer) may be loaned for a period of 30 days and renewed once. Recent acquisitions are generally not available for loan outside Lincoln County, but may be loaned at the discretion of the ILL staff person. New materials, if available, will be loaned for a 14-day check-out period.

Effective, October 1, 2010, a $2.00 fee will be charged for each item borrowed from an out-of-county library. The fee will be collected at the time a patron picks up his/her requested item(s). An exception will be made for teachers who are borrowing materials for their classrooms. Parents who homeschool their children are included in the fee exemption. If an item is not picked up, the fee still applies. Lending libraries may impose fees as well.

If a patron returns to a Lincoln County library materials that are borrowed from another county, the materials will be returned to the lending library at no charge.

Branch librarians must keep track of their materials budgets including amounts received and encumbered. Money has been encumbered when the order is sent to Technical Services. Unless the materials ordered are cancelled by the publisher or Director, those funds are considered spent. If a Branch Librarian is notified of a cancellation, s/he should add that amount back into funds available for that category.

With rare exceptions, books will be purchased from Ingram. The established discount for the Lincoln County Library System with Ingram is 40% for most titles, except those with library bindings which are discounted 10%.

The following procedures for ordering from Ingram should be followed:

  • Librarians will create monthly Selection Lists in i-Page
  • When lists are complete, librarians will email Technical Services that orders are ready to be placed
  • Order totals should be subtracted from budgeted amounts by category

All book orders are due in Technical Services by the fifth day of each month. The Technical Services Coordinator places the orders by the tenth of each month.

For titles that are not available through Ingram, librarians will contact Technical Services to determine preferred method of ordering.


Patron Requests

Any patron may request that the library purchase a title. Staff will use the Purchase Request Form. If more than one person requests a title, names should be listed in the order the requests are received. The Branch Librarian will determine the value of the request and whether or not to purchase.


Circulation Policies

Issuance of Library Cards

All materials are circulated on the basis of a free library card system regardless of employment or financial status, age, or any other factor; therefore, anyone can be a holder of a library card. Potential patrons may fill out the application forms at the circulation desk of the local branch. Library card application forms may also be downloaded from the library’s website. Youth under the age of 18 will be required to obtain a parent’s or legal guardian’s signature. Seasonal residents must list an alternative address.

When a new library card is issued, the patron will be given an informational brochure and a PIN.

The Lincoln County Library System will use the uniform borrowing standards as stated in the WYLD CARD Policy (05/06) for patrons who are borrowing from a library other than their home library.

Limits on Checking Out Materials

The following limits will apply: New books – 10; DVDs – 10 (Alpine, Thayne and Star Valley), and all else is 50.


Materials may be renewed 2 times with the following exceptions: AV equipment, 0 renewals; On the Fly, 1 renewal. ILL renewals will be at the discretion of the ILL staff person. Library staff may use their discretion and manually override any renewal limit except for materials that are on reserve for another patron.

Overdue Notices

When an item is three weeks overdue, an overdue notice will be generated.

Bill for Replacement

When an item is six weeks overdue, materials will be assumed lost and a bill for replacement will be sent to the patron. The patron’s library card will be blocked until either the items are returned or the bill is paid.

Lost Materials

If a patron loses a book or other material belonging to the library, s/he will be charged the list price replacement cost of the book. If a patron pays for an item that is later found, the item remains the property of the patron.

Circulation of Periodicals

Patrons may check out current issues of periodicals at the Cokeville and LaBarge branches because of the limited number of hours that they are open. Patrons may not check out current periodicals at the Kemmerer, Thayne, Alpine or Star Valley branches.

Shared Purchases

Circulation parameters for items purchased and made available statewide through the WYLD consortium are established by the vendors.

Library privileges may be suspended or terminated if a patron habitually abuses the circulation policy of the Lincoln County Libraries.

All materials (with the exception of periodicals) which have been ordered are shipped to the Lincoln County Library in Kemmerer. The Technical Services Coordinator will check all shipments for discrepancies, duplicates or other problems. S/he will attach bar codes and enter all materials into the WYLD database according to accepted cataloging practices and will have responsibility for maintaining the database. Spine labels will be prepared by Technical Services unless other arrangements are made.

Book covers for the Lincoln County Library,  Alpine, Cokeville, LaBarge and Thayne will be laminated in Kemmerer. Star Valley branch will laminate their own.

Each branch will stamp books with their library stamp and note in the book the date it was added.

Public Access Internet Policy

The LINCOLN COUNTY LIBRARY SYSTEM recognizes its role as community leader, providing equal and meaningful access to knowledge and information, using all varieties of formats, including current computer technology. Access to the Internet expands the information services we offer.

The LIBRARY SYSTEM has no control over the information accessed and cannot be held responsible for the content or quality of the information retrieved. We do not monitor access to the Internet, or control the content found. Some questionable sites can be accessed. Because we do not provide filtering, it is the responsibility of the parents or guardians, not the library, to monitor their children.

Use of the Internet is the sole responsibility of the user. Library staff can get you started and direct you to appropriate sites, but staff do not have the time to teach you how to use the Internet. Violation of library guidelines and engaging in certain prohibited practices in Internet use may lead to the suspension or revocation of Internet access through the library.

We ask that patrons be aware that the library is a public place and Internet terminals can be viewed by other patrons in the library. The library recognizes that although certain material may not be offensive to some, the staff does reserve the right to ask a patron to leave a site that displays material that may be offensive to other library users or staff members.


Library Policies for the Use of Public Access Internet Computers

1.  You must observe posted time limits.

2. Children, under the age of 12, must be accompanied by a parent or legal guardian in order to use the Internet computers.

Children, age 12-17, must have signed permission slips on file at the library.  Parents/guardians must come to the library and sign the slips which acknowledge that they have read and agreed to the Public Access Internet Policy.

Parents/guardians of all minor children assume responsibility for their children’s use of the Internet.

3. Adults are not permitted to use Internet computers located in Youth Services areas.

4. The Library will have no liability for direct, indirect or consequential damages related to the use of information accessed through the Library’s Internet service.

5. Users should have basic computer skills.

6. The Internet is only another unverified source. Like all sources, it must be judged by the user for credibility and accuracy.

7.  Access to the Internet and use of library computers are privileges.  Inappropriate use may result in suspension or revocation of privileges.  Illegal activity involving library computers, including the Internet, will be subject to prosecution by the appropriate authorities.

8. Intentional destruction or changing of files will result in suspension of Internet privileges.

9. You will not engage in any illegal or legally questionable activities, including “hacking”, transmitting copyrighted materials without approval, or harassing other users.

10. Files may not be downloaded to the hard drive. The library is not responsible for damage to users’ devices or computers or for any loss of data, damage or liability that may occur from use of the library’s computers.

11. The Library is not responsible for any fees incurred by the use of the Internet.

12. The Library does not offer email accounts. If you know your email address, you may retrieve your mail.

13. The first five (5) black and white pages printed from the Internet are free. A fee of ten cents (.10) is charged for every black and white page thereafter. Please check at the circulation desk for the availability and cost of color copies. Pay for all copies at the circulation desk.

Wireless Internet Access Policy

In an effort to provide a needed public service to patrons, the LINCOLN COUNTY LIBRARY SYSTEM provides free Internet access points, or “hot spots” for users with portable computers capable of receiving wireless signals. These access points will allow users to access the Internet from their laptop computers, WiFi-equipped PDAs and other personal digital devices while sitting within range of the access points.

Users are responsible for making sure their computers have the correct settings and necessary hardware. Library staff cannot assist users in configuring their equipment or troubleshooting problems. The LCLS cannot guarantee that a user’s hardware will work with the library’s wireless connection.

Printers are not available via the wireless connection.

The LCLS does not guarantee the availability of the wireless network. Signal strength may vary within buildings.

All wireless access users should have up-to-date virus protection on their personal laptop computers or wireless devices. If virus protection is not current, the laptop user’s privileges to use the library WiFi may be suspended or revoked.

Wireless connections are not secure. Use caution when transmitting personal information.

The LCLS will not be responsible for any personal information (i.e., credit card) that is compromised, or for any damage caused to the patron’s hardware or software due to electrical surges, security issues or consequences caused by viruses or hacking.


Users of the wireless networks may plug their laptops into electrical outlets provided they do not extend into aisles or walkways.

The LCLS does not filter content and cannot control information accessed through the Internet.

The LCLS assumes no responsibility for the independent use of the wireless network by children. Parents are responsible for the independent use of the wireless network, and the Internet, by their children under the age of 18.

Laptops and other devices should never be left unattended in the library, even for brief periods of time. The LCLS assumes no responsibility for damage, theft, or loss of any kind to a user’s equipment, software, data files or other personal property brought into or used at LCLS facilities.

The LCLS wireless network may not be used for any unauthorized, illegal or unethical purposes.

Inappropriate use may result in denial of access to the wireless network, exclusion from all LCLS libraries and/or prosecution.

By choosing to use this free wireless service, patrons agree to abide by the Code of Conduct, Internet Policy and Wireless Internet Access Policy of the LCLS.

Copies of these policies are available at the Circulation Desk and in work areas in the buildings. It is the responsibility of the users to understand these policies and to refrain from inappropriate or illegal activities.

Security Camera Policy

The primary use of security cameras is to discourage inappropriate and illegal behavior and to enhance the opportunity to apprehend offenders. Library use is governed by this policy established by the Library Board of Trustees and any applicable rules or regulations adopted by the Library. 

Security camera footage will be disclosed only pursuant to and in accordance with the following conditions:

• Pursuant to search warrant, subpoena, court order or where otherwise required by law.

Confidentiality/privacy issues prohibit the general public from viewing security camera footage that contains patron information. Video records may contain personally identifiable information about an individual who has used the library (“patron information”) and as such, will be accorded the same level of confidentiality and protection provided to library users by Wyoming State Law.

Accordingly, the only access to recorded records will be by maintenance personnel for the purpose of assuring the working order of the system, and by law enforcement officers with a court order. No staff may view the real-time images of the cameras, and the cameras may not be used to evaluate staff performance

In order to assure patron privacy in their use of the library, cameras that are located in areas where patron activity may be confidential (such as community rooms) shall have their audio recording abilities removed. Signs informing the public of video surveillance shall be posted at library entrances.


Patron’s Right to Privacy

The Lincoln County Library System maintains a policy that what a person reads or asks about in a library is his/her own business and no one else’s. This belief is supported by Wyoming Statute 16-4-203. Only in cases where a custodial parent or guardian request to inspect the records of his/her minor child or by presentation of a court ordered subpoena by a designated law enforcement official will the system agree to any cooperation in providing access.

In order to insure patron privacy, employees will not make any unnecessary written records. If a written record is made, it will be destroyed as soon as it is no longer needed.

Sharing information or gossiping about patrons will not be tolerated.

When sending overdue notices to patrons through the mail, caution should be used to not list the titles on postcards. Likewise, when leaving a phone message, employees will not mention titles.


Code of Conduct

It is the purpose of the Lincoln County Library System to provide free, open and equal access to ideas and information to all members of the community. To accomplish this purpose, a code of conduct is provided to assist staff, volunteers, and patrons in promoting safe, healthy, and barrier-free access to all the resources and facilities the System has to offer. The code is designed to foster an atmosphere of mutual respect and courtesy and applies to all patrons, volunteers and staff while on library property.

While in the library you are encouraged to:

  • ASK the staff for help. Let the staff know when you are unable to find what you need so they can try to get the information for you. This also helps the library know what needs to be added to the collection.
  • INFORM the staff if you need accommodation or if assistance is needed for your full use of library services.
  • EXPLORE new ideas and interests by participating in library programs.
  • BE RESPONSIBLE for the safety, well-being and conduct of children in your care.
  • COOPERATE with the requests of library staff.

While in the library, the following is prohibited:

  • Entering the building without a shirt or other covering of the upper body or without shoes or other footwear. Patrons whose bodily hygiene is offensive so as to constitute a nuisance to other persons shall be required to leave the building.**

  • Inappropriate behavior which is unsafe or disturbing to other patrons, volunteers or staff such as loud talking, shouting, screaming, or making other loud noises, pushing, running, shoving, or throwing things.
  • Verbally or physically harassing or threatening other patrons, volunteers, or staff. Harassment may include, but is not limited to: initiating unwanted conversation; impeding access to or within the building; or other actions that an individual reasonably perceives to be hostile, threatening, intrusive or offensive.
  • Children or other persons in need of supervision may not be abandoned or left unattended in the library.
  • Actions which damage library property or the property of others.
  • Any behavior which is prohibited by law.
  • Sexual misconduct, such as exposure, offensive touching, verbal comments or unwanted sexual advances to patrons, volunteers or staff.

Patron Complaint Policy

The Lincoln County Library System endeavors to provide the highest levels of customer satisfaction to its patrons. Occasionally, however, patrons may wish to register a complaint.

A library patron may choose to raise his/her complaint on an informal basis with circulation desk staff. If the patron chooses to do so, or if the complaint does not lend itself to informal resolution, staff should offer the patron a Patron Complaint Form. The Director or Branch Librarian will promptly review the completed Patron Complaint Form and, when appropriate, attend to resolve the complaint directly.

If the patron is not satisfied with the response provided by a Branch Librarian, the complaint should be forwarded to the Director. If this patron is not satisfied with the response provided by the Director or if the Director decides that the situation warrants the input of the Board of Trustees, either or both parties may bring the written complaint to the Board. A patron desiring to do so may also request an opportunity to address the Board at one of its monthly meetings.

The Board will promptly review a complaint presented to it. A complaint that involves staff performance will be referred back to the Director for final resolution. For all other complaints, the Board will provide an oral and/or a written response to the complainant, and take any further action warranted by the particular circumstances. The decision of the Board of Trustees with respect to these complaints will be final.

Complaint forms will be kept on-file for a period of three years.

Meeting Room Policy

Community Rooms located in the Lincoln County Library in Kemmerer, Cokeville Branch Library in Cokeville, Thayne Branch Library in Thayne and Alpine Branch Library in Alpine, are open to all groups regardless of their beliefs and affiliations of their members, provided that the meetings are open to the public. Such groups may include local governments, schools, religious organizations, political parties, public service organizations and educational, charitable and artistic organizations.

Scheduling for use of the Community Rooms is done through the circulation desks, and may be done by telephone (877-6961 in Kemmerer, 279-3213 in Cokeville, 883-7323 in Thayne and 654-7323 in Alpine) or in person. Because use of Community Rooms for library programs and activities take precedence over other uses, rooms may not be scheduled for other uses more than 60 days in advance. Regular usage by clubs may be scheduled, however, with the understanding that adjustments may be necessary if library activities or other events justify it.

Groups using Community Rooms are expected to leave the rooms clean and in good order. They are responsible for any damage done to the rooms or to any equipment in the rooms. The Community Rooms have sinks, refrigerators and microwave ovens (Kemmerer and Alpine). These facilities are suitable for serving light refreshments. A group using any of these facilities to serve refreshments is expected to clean up the room afterwards, leaving the room in the condition in which it was found. No smoking is allowed in the libraries, including the Community Rooms.

There are no pay phones in the libraries, and groups using the Community Rooms when the libraries are closed should be aware that there may not be telephones available for their use.


The Community Rooms may be used by both for-profit and nonprofit groups providing that the meetings are open to all interested persons and that neither the sponsoring group nor any individuals make a profit from any other person at the event. No admission fee or other monetary charges may be collected. Tuition and supply costs assessed by tax supported institutions or nonprofit organizations incorporated in the State of Wyoming will not be considered fees or collections. Adult education courses are examples of “fee” programs which are permissible.

Community Rooms may not be used for private events such as showers, birthday parties, etc.

Meetings in the Community Rooms of the Kemmerer, Cokeville, Thayne and Alpine libraries may extend beyond closing times; however they must commence during established library hours. All remaining library spaces are not available for use by any other group or organization outside of established library hours.

The fact that a group is permitted to meet at the library does not constitute an endorsement by the library of the group’s policies or beliefs. The library is not to be considered a sponsor.

Smoking Policy

Smoking is not allowed in any of the buildings of the Lincoln County Library System.


Displays and Exhibits Policy

As an educational and cultural institution, the Lincoln County Library System (LCLS) welcomes exhibits and displays of interest, information and enlightenment to the community. Exhibit cases (glass enclosed) and exhibit areas (wall and shelf areas designated for display) are available in the Kemmerer Library and in some branches.


1. The Director or Branch Librarians or their designated staff shall accept or reject materials offered for display based upon its suitability and availability.

2. The scheduling and organization of exhibits will be the sole responsibility of the Library.

3. Materials from for-profit organization or those prepared primarily for commercial purposes will not be included in Library exhibits.

4. The Lincoln County Library System is not responsible for theft or damage, nor does it carry insurance to protect items loaned for display in its cases or in its exhibit areas. Insurance is the sole responsibility of the lender.

5. All persons loaning items for exhibits in any Public Library agency must complete and sign a “Display and Exhibit Release” form. The Agreement must be signed before any loaned items are placed on exhibit.


Display and Distribution of Free Materials/Community Information

The library will provide at its discretion limited space for the distribution of community information materials, free handouts or the posting of fliers, notices and posters, which present current and relevant news about nonprofit educational, cultural, public interest and recreational services.

Materials promoting businesses or commercial ventures, political campaigns or viewpoints, or doctrinal beliefs will not be accepted for distribution. Petitions, personal sales, or advertisements, or job postings will not be accepted for distribution.

Distribution or posting of community information materials does not necessarily indicate the library’s endorsement of the issues or events promoted by the materials.

Due to limited space available for community information materials, only a limited quantity can be accepted, and may be removed after a period of one (1) month.

Large or oversized items may be removed if space is limited. In general, items should be no larger than 81/2" x 11".

No signs, other than library signs will be posted on the library entrance doors without the approval of the Director or Branch Librarian or his/her designee.

Community information materials cannot be returned once given to the library for distribution.

Certain display and distribution sites (bulletin boards, display racks, etc.) may be used for library materials only.

Final authority for all materials displayed and distributed on LCLS property rests with the Library Director who administers under the authority of the Board of Trustees, but is delegated operationally to Branch Librarians and the Circulation Desk Manager at the Kemmerer Library.
